DESCRIPTION

Reporting to the Director of professional services and quality assurance-psychosocial (DPSQA Psychosocial) the incumbent contributes to the assurance of the quality of services provided in the field of psychosocial for all associated professional and paraprofessional staff, for the scope of the organization’s programs and services that involve social staff and their practice.

 

This is carried out by ensuring the professional role of an assistant Director of Psychosocial services through integrated co-management relationships with the line and other staff/functional managements in the Cree Board of Health and Social Services of James Bay (CBHSSJB).

REQUIREMENTS

Education and experience

  • Bachelor’s degree in psychosocial discipline;
  • Four (4) years of appropriate experience in psychosocial program development and/or administration;
  • Master in psychosocial discipline or health management is an asset;
  • A certificate in health administration is an asset;
  • Member of a psychosocial professional order in the province of Quebec is an asset.

 

Knowledge and abilities

  • Strong knowledge of the MSSS social practice, programs, laws, regulations, RUIS Network, orientations and trends, including CHSSC (formerly CLSC), hospital services, rehabilitation, mental health and dependencies, and public health;
  • Strong knowledge of social services related theory, practice, current issues and trends, and program planning, professional standards and acts, quality assurance and supervision, including the development of policies and program manuals;
  • Strong knowledge of the strategic planning of programs, integrated programming, multidisciplinary team design, professional and organizational interdependence, information management and evaluation;
  • Ability to provide professional leadership to line management and staff;
  • Good record in an appropriate level of professional services or programming line management or leadership, and; human, financial, and information resources management is an asset;
  • Knowledge of, or ability to grasp the issues and context that relate to First Nation professional services programming;
  • Knowledge of Nishiiyuu Miyupimaatisiiun (traditional healing and helping practices) is an asset;
  • Ability to apply Eeyou (Cree) culture, values, traditions and teachings into programs and services;
  • Knowledge of Cree culture, communities and language is an asset;
  • Excellent critical thinking, decision-making, planning and organizational skills as applied to professional practice planning and implementation;
  • Results-oriented, autonomous, flexible, and ability to multi-task;
  • Excellent interpersonal communication, leadership and teamwork skills;
  • Excellent communication skills, both written and presentation;
  • Ability to effectively collaborate with all colleagues, as a team member and team leader;
  • Ability in administrative and statistical computer applications, and management information systems.

 

LANGUAGE

  • Fluent in two of Cree, English or French;
  • Ability to read government documents in French;
  • Fluency in the third language is an asset.

 

OTHER

  • Willing to travel extensively and participate in the required trainings;
  • Includes on-call periods.

SPECIFIC FUNCTIONS

  1. Contributes to, and ensures the planning, organization, coordination, implementation, control, support and reporting of social activities:
  1. Contributes to the planning for the Psychosocial services and related professional practice and standards (PP&S) and its programs and services design;
  2. Ensures the planning of the professional/clinical staffs’ professional practice and standards objectives, programs, policies, procedures, protocols, clinical norms, and program and employee support tools, for all Psychosocial staff within integrated programs;
  3. Ensures the coordination, supervision and control of the policies for the supervision of the PP&S and clinical activities of the organization's Psychosocial staff;
  4. Contributes to the need’s analysis and planning leadership of specific human resources management and development activities that impact professional standards, through a collaborative process with the respective professional related management and the Human Resources Department;
  5. Carries out the function through a collaborative network of various managers in areas intersecting those of the incumbent, and especially for integrated and harmonized quality assurance, professional standards and supervision planning;
  6. Ensures a collaborative planning and programming support relationship with the management of the Community Miyupimaatisiiun Centres (CMC) and regional services;
  7. Provides various support to the Social Work Conference, and to the Social Services Committee.
  1. Ensures, in collaboration with the director, the design, development, organization, distribution, up-dating and evaluation of the professional/clinical staff’s care and services professional practice and standards objectives, programs, policies, procedures, regulations, protocols, clinical norms and standards, criteria, techniques, and program and employee support tools, for all Psychosocial and integrated programs involving social staff and community workers:
  1. This is for the scope of the organization’s programs and services that involve social staff and their practice in the organization including all social job titles including also National Native Alcohol and Drug Abuse Program (NNADAP) workers;
  2. Ensures the planning, management and coordination of the activities required to adopt and implement norms, criteria, techniques, procedures, regulations and protocols, in conformity with the laws and regulations. Ensures the evaluation of such;
  3. Ensures the development, and up-dating of the clinical tools and methods;
  4. Ensures identification of training needs and the development of training programs;
  5. Contributes to the development of professional methods, interventions and services, to respond to the users' bio-psychosocial, cultural and spiritual needs according to the principles of Miyupimaatisiiun;
  6. Ensures that the professional practice includes relevant teaching to promote well-being, and that it is developed, evaluated and up dated, in collaboration with others.
  1. Ensures that the services provided are based on respect and autonomy of individuals and communities and respond to their bio-psychosocial needs as well as cultural and spiritual needs.
  2. Collaborates in the integration of Nishiiyuu Miyupimaatisiiun healing practices and models in the Psychosocial practice.
  3. Ensures the evaluation that:
  1. Services are distributed suitably;
  2. Beneficiaries' individuality and privacy are respected, and their families and other significant persons are integrated, should the case arise, into the services;
  3. Confidential data regarding the beneficiaries are respected within their area of responsibility;
  4. Beneficiaries' files and organizational indicator reports are completed by the staff;
  5. Administrative support is available and effective;
  6. Specialized clinical services are available and effective, in support of psychosocial services;
  7. Professional social worker staff is available in each community;
  8. Paraprofessional health staff is available and sufficient to support the professionals.
  1. Facilitates the efficient people management of the Direction in part by:
    • Providing guidance and support in order to help the Units reach departmental, and organizational objectives.
    • Collaborating with the Director to develop global objectives for the different Units and Coordinators and for the Direction. 
    • Supporting Coordinator(s) in the establishment of team objectives that are in alignment with the Direction’s objectives.
    • Ensuring teams performance is aligned with the overall objectives of the Direction and assisting Coordinators with performance evaluations.
    • Being directly responsible and accountable for the supervision and management of direct reports.
    • Collaborating with the Coordinator(s) and the Direction of Human resources to oversee the implementation of organizational activities promoting the physical, mental and social health of employees in the Direction.
  1. Ensures the financial management of the Unit in part by:
    • Collaborating with the Financial Resources Direction in the development and management of the budget for the Direction, including participating in the budget process and conducting follow-up with direct reports on the management of expenditures.
  2. Collaborates in the development of the organization’s emergency plan. Participates in it accordingly.
  3. Evaluates that the relevant social ethics, laws, protocols and authorities are respected in the services and programs.
  4. Ensures best practices are implemented, and ensures the quality of services offered, in a perspective of continuous improvement and evaluation.
  5. Ensures the planning, organization and distribution of work in the DPSQA department in collaboration with the Director (DPSQA-Psychosocial), based on clientele priorities, in a perspective of quality, effectiveness and efficiency of services.
  6. Ensures collaboration with the Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec (OTSTCFQ) and any other accreditation bodies on the professional inspection process and ensures the carrying out of inspection recommendations.
  7. Contributes to the development and implementation of clinical and management information systems.
  8. Ensures the implementation of positive changes based on organizational data (audits, employee work satisfaction survey, organizational dashboards, retention and exit interviews, etc.).
  9. Replaces the Director, as required.
  10. Represents the CBHSSJB for the Direction, with internal and external partners (e.g., Union, Band Councils, Cree Nation Government, MSSS and other Health Establishment), when requested by the immediate supervisor
  11.  Carries out any other function at the request of the Director.
